Today, energy conservation has ceased to be an abstract concept and has become one of the key priorities of state policy. A central role in this system is played by the State Energy Register (SER).

The SER makes it possible to build an objective picture of energy consumption across the entire country and to manage the use of energy resources effectively on the basis of reliable data. The introduction and further development of the register contribute to greater transparency in decision-making and strengthen the effectiveness of public administration in the field of energy conservation.

Interestingly, the distribution of SER entities differs significantly in quantitative terms and in terms of energy consumption.

By number of organizations, the leading sectors are:

  • Education — 54% of the total number of entities;
  • Public administration and defense — 20.7%;
  • Arts, entertainment, and recreation — 6.2%;
  • Healthcare and social services — 5.5%.

Regional Energy Consumption Profile

Significant differences are also observed at the regional level. The largest consumers of energy resources are concentrated in:

  • Pavlodar Region — 24.5% of total SER energy consumption;
  • Karaganda Region — 18.1%;
  • Atyrau Region — 9.6%.
